When I got my CHL I was taught to put your hands on the steering wheel and not move after announcing you have a weapon. The officer will likely ask you where it is and then where your license and registration are. You let them tell you what to do. Yes the officer was shit and panicked in this case but he should have waited until the officer gave him the go ahead to reach for his wallet.
