The gentrification is happening in specific areas of the downtown area. Basically, when the state took over during the bankruptcy they set up protected zones, some are called Renaissance zones, but other sections have varying degrees of freedom from the central control that is typical within the city limits (Detroit is the most socialist city in the country as it was a test bed for LBJ's Great Society project).
You can walk downtown and there are specific streets that are borders between these economic zones and regular city control, on one side of the street is a nice growing little section of commerce and on the other side of that same street is the ghetto. Its one of the most dangerous cities in the country, with the most debt. I'm pretty optimistic about the future of the city, there is money pouring in to build new stadiums and housing. There are a lot of hipsters that move into the city and businesses are starting to pop up. It has a LONG way to go if it wants to be restored to being as good as it was in its glory days though.

It's not as simple as you think. The valuable areas are the economic areas set up by the state when the city went bankrupt. Those economic zones have less regulation from the city than the rest of Detroit.
The property values are absurdly high within those economic zones because it's actually affordable to run a business within those areas, outside of those areas however, the city regulations and controls still apply and it's absurdly expensive, even if the land itself is pennies.

Let me give you a personal story since I live near the city. Back when the market crashed, in 2008, I had cash saved and was looking into buying a house. I saw a lot of houses in Detroit listed for $500 or so. I thought of buying them all up in a block and fixing them up or renovating or even rebuilding them (I work in the trades and have extensive experience in residential renovation). Anyway, I get serious and begin to research this stuff. The catch was that the city wanted you to buy the house for $500 plus all of the back property taxes (anywhere from $15000 to $100000). Well that's a ridiculous expectation because when they take the house for failure to pay property taxes, the idea is that they're obtaining that lost revenue by the seizure of the land for auction.
So yeah, it's not at all what you think.

It already is being "gentrified" - mid town and Campus Martius downtown are actually pretty nice and lively nowadays. There still is a wretched stain of niggerdom outside of those areas, but they're slowly being displaced further out of town. You're spot on. The downtown area is being cleaned up, but outside of where white people go, it's still a shithole. Drive through Brightmoor and you can see the revitalization isn't coming there anytime soon. The hipsters trying to fix up Midtown will eventually get disillusioned.

I've taken to listening to 910am of late. Check it out for a laugh; it's an "urban" talk show format. If you made a drinking game out of how many times they blame the "racist whites" for all their problems, you'd have alcohol poisoning within the hour. It's even more amusing when they have a black person (as in, not a nigger) on as a guest explaining how it's not the whites fault and that the black community has to better itself and take responsibility instead of holding themselves down, the hosts and callers will jump all over the guest.

For everyone else, you have to understand that the city leadership was a joke for decades. Look up videos of the Detroit City Council on YouTube and see how embarrassing they were. Mayor Kwame Kilpatrick ripped the city off blind and went to prison and there are niggers who don't get that his actions hurt them and would gladly re-elect him if they could.

I went to a Tigers-Indians game last month, (((Comerica))) Park is quite nice, even if it has a kike sponsor for the next 20 years. Can confirm it was a nearly nigger free zone, except for the obese nog security and chimp cops.
