And where's it getting them? The Soviet Union always produced more engineering graduates than the US did and their economy was still shitty as fuck because their resources weren't directed well. Not only that but the US almost certainly has more respected and top-tier or high/serviceable-tier universities than Russia does meaning the degrees/graduates are more valuable on average.
