Let's say by some miracle, everyone in the world turns white overnight (in appearance).
They also attain the behavior of whites, and a cultural/historical legacy on par with whites.
However, overall genetic structure remains the same. We can still tell a Scot from a Slav, from an Indian, from a Korean, etc.

Genetic structure defines race. You're saying it no longer does in this situation. Which means it's not race as we know it. You're essentially asking if one would still have a pet dog if that dog was actually your brother. Of course not, because it's my brother; and my brother could not be my brother without the genetic structure to make him my brother.
