After all most of them have civilian nuclear power, research facilities and educational institutions, and the skilled personnel. I think it's mostly treaty obligations and political and diplomatic happenstance that keep them in line, after all those four and most of the others are exceptionally close allies of the US which means they don't need an independent nuclear deterrent or capability.

The taliban is a proxy for the Pakistani ISI (inter-service intelligence agency) that exists to 1) attempt to control the Pastuns and 2) keep Afghanistan and India from forming an effective Alliance. Indonesia, along with the rest of South East Asia, any nation that wad party to TPP, see China as a competitor, rival or threat. It's easy to predict who will ally with whom.

Ukraine won't switch over to the Russian team any side soon... there's Georgia as well... While the majority of the Central Asian states are in league with Russia already and could also be factored in.

India has enlightened self interest to be served by allying with us... Pakistan is China's ally. China is a historical rival of India and they have gone to war as recently as fifty years ago. None of the root issues between Pakistan, China and India have been resolved.

Not only that, but considering the immense diplomatic and political value each weapon has as a bargaining chip, it would be insane to voluntarily relinquish even a single one without some sort of quid pro quo from the other side.

Also both the US and Russia value second-strike capabilities, IE, the ability to nuke somebody after they nuke you. In order for that to be viable you need to have lots of extra nukes lying around so the other guy can't destroy your arsenal in the first strike. I might add that I do not support the complete disarmament of any world power, only that they generally do not continue to build them up. As a buildup by anybody could be a catastrophic move to international diplomacy. North Korea is fucked anyway, so only a few nukes are needed in the possible scenario of war against them anyway.
