I just saw interviews of people who went to help and can't actually find the survivors.

They ask people to stay because generally, blocks are built to sustain small fires. They have fire doors which stop the fire from spreading and are built to withstand fire spreading within one apartment.

If people start leaving, opening doors, moving around, using stairwells, panicking, it complicates things for the emergency services. They can't gain access, they don't know who is in the property and who has left, and it makes the process a lot more difficult, IF it is a small fire.

This wasn't a small fire though, it was a huge one, and in the event people are advised to leave the property if they feel it is appropriate.
