IMO the best bet for a mars would be a Authoritarian mercantile state. Drives expansion with better use and allocation of resources which will be sparse for a long time.
I guarantee that rock sculptures will be the biggest art form on mars; why ship paint from earth when untouched stone is plentiful, and gardens will also be the height of wealth and class.
Relations between Earth and Mars depends on how relations were during the early colonial period. If earth constantly takes resources and taxes from the Martians to fuel the Earth economy, then things wouldn't be pretty

The best government is no government. Mars colonies will be treated like the extensions of their corporate home offices and the policies set by the Boards of Directors of those companies.
After some period of time, these colonies might spin off into separate corporations to form corporate republics or continue enhancing the returns of the founding companies.
Don't look at Apollo, science fiction or notions of nation states in space. Look at the Hudson Bay Company because that's what Musk is doing.
