AIS is used as a secondary system on Navy ships because it's not as reliable as mindful manual radar tracking. There are two watch teams (one on the bridge, and one in CIC) that are supposed to be maintaining a contact picture. AIS is pretty much ignored on Navy ships. AIS is great when you have a skeleton crew with only a couple people on watch. A competent watch team with multiple radar viewers is better than AIS. Though, I'd pick AIS over an incompetent watch crew like the one on the Fitz.
