So today I watched a video of some Mexican cartel goons hacking off a man's limbs while he was still alive. Why is such a thing able to happen there? What exactly is the shield that other countries have from such things? Why does it seem like people as depraved as that are as rare as mumps in first world countries?

Also: What could be done to stop it? Military crackdown followed by crucifixion of captured cartel members? How do you lay the law down?
