The question we need to ask ourselves these days is "what does Russia get out of this".

The answer is "a lot".

Geographically the US is closer, and opening up for trade would probably shape Cuba considerably.

By canceling Obama's deal with Cuba Trump is making it easier for Putin to deepen Russia's ties with the strategically important Cuba. Recently Russia resumed shipments of oil to Cuba - the first time in more than a decade. Also, last year Russia communicated they were considering opening a military base in Cuba (or other nations in the region).
