Their work just got about 1,000 times harder because this guy failed to kill everyone and even let one of the targets walk right by him. He may have preferred to shoot for the higher body count than tip off everyone else with a gunshot but seeing how bad of a shot he was under pressure I doubt he was that thoughtful.
