SUMMARY
Beginning with 1940, the Lithuanian people suffered
major upheavals — the independent state came under
occupation, various occupying forces pursued the policy
directed towards the annihilation of the Lithuanian people
and there is only one word by which this policy
can be characterised — genocide.
The crimes committed by the Nazis have been identified
and condemned, whereas the Soviet genocide has
not yet been brought to public trial. This investigation
focuses mainly on the reasons, conditions, basic tendencies,
methods and consequences of the Soviet genocide.
The investigation was carried out on the basis of
documents of the NKVD—MVD and NKGB—KGB, as
well as the Lithuanian Bureau of the Central Committee
of the Communist Party of the Soviet Union (Bolsheviks)
which are kept in the Depository of KGB Archive Documents,
the Lithuanian Central State Archives, the Archives
of the Lithuanian Public Organisations and the
Archives of the Ministry of Internal Affairs of the Republic
of Lithuania as well as in the State Archives of
the Russian Federation and the Centre for the Preservation
and Investigation of Archive Documents of Russia's
Modern History.

The chosen methods of genocide (imprisonment, deportation)
did not signify that all the people would be
physically exterminated there and then. However, according
to the terms of the Genocide Convention, unbearable
conditions of life were imposed on those people,
regardless of the method of repression to which they were

total extermination of those people.
About 23,000 people were deported and taken to
prison camps from Lithuania in 1941. By 1945, 50% of
the deported Lithuanians had perished, whereas the number
of Lithuanians who died imprisoned in camps reached
85%.
The second stage of Soviet occupation began with
mass robbery of local residents, round-ups, punitive operations
carried out by all types of the NKVD troops
against those hiding from forced mobilisation into the
Red Army as well as against the Lithuanian resistance
fighters and their supporters.
In 1944—1945 almost 5,000 civilians — men, women
and children — were massacred in Lithuania (incomplete
data). In December 1944 alone, 144 farms were
burnt down and 265 Lithuanians were burnt (shot dead)
in tens of rural areas. The traces of physical extermination
of people were concealed with special care; all
documents of the NKGB—NKVD were kept strictly in
accordance with the requirements prescribed by Communist-
Bolshevik ideology and by using the specific vocabulary
of the system of terror. Having failed to achieve
speedy suppression of the armed resistance of the Lithuanians,
beginning from the autumn of 1945, the organisers
of physical extermination of the Lithuanians had
to look for new methods of extermination. The entire
territory of Lithuania was entangled !n the net of permanently
stationed garrisons of the NKVD Army. The
acts of terror carried out by the repressive forces had
more far reaching goals than mere suppression of resistance.

The total subjugation and Sovietisation of Lithuania
and restructuring of society according to the postulates
of Communist ideology could not be carried out without
resorting to compulsion and terror, without exterminating
the most patriotic or economically independent part
of the Lithuanian nation. Irrespective of the activeness

not a single part of Lithuania managed to escape
from genocide.
Deportations that according to the Genocide Convention
were identified as deliberate act of genocide,

one or a political principle used to screen the ethnic
principle. Not „nationalists", „kulaks" or people called
by any other names, who had no nationality, were being
exterminated but namely, Lithuanians. In the period between
1946 and 1952, one sixth of all the deportees in
the Soviet Union were Lithuanians and in the period
between 1948 and 1951 Lithuanians made up one half
of all the deportees.
Only upon coming of age or only those children who
were born in mixed families (only one of the parents
is a deportee) and who chose the nationality jof the
parent who was not a deportee (e. g. Russian), could
theoretically avoid the fate of their parents. But on 16
February 1953 they were deprived even of this possibility
which had very little to do with Lithuanians.
Even for escaping from the places of deportation
Russians were being punished under a different Article
of the Penal Code than Lithuanians, Germans, or Ukrainians.

The establishment of special legal status of Lithuanians
(and other „unreliable" nations), hindrances to
return to one's homeland and the fact that one third of
all the victims of deportations were children, indicate
that the extermination of the Lithuanian population was
aimed at the Lithuanian nation, as the sole promoter of
the idea of Lithuania's independence.
Losses caused to the Lithuanian nation by „deportation",
as one of the methods of Soviet genocide policy,
alone are equal to the extermination of prisoners
in death camps. As many as 28 thousand people out of
132 thousand who in the period between 1941 and 1952
were taken away to „endless" deportation, perished from
diseases, starvation, or unbearable labour (in the post-
Stalinist period between 1953 and 1958 alone 3500 Lithuanians
died in deportation).
Every year thousands and tens of thousands of prisoners
from Lithuania were sent to GULAG camps. In
1945—1952 there were 54 „stages", during which 1000
and more prisoners were taken from the Lithuanian prisons
at each stage. Also such people were sent to GULAG
against whom cases were not instituted in Lithuania.
These were the rural inhabitants arrested during military-
punitive operations, who were suspected of supporting
the Resistance Movement. Sooner or later these
prisoners were sentenced by the special meeting of the
USSR MVD or MGB to 10 or 25 years deprivation of
freedom.
In 1945 alone 20 017 people were deported from Lithuania
to the camps for „instituting legal proceedings". In
later years, part of the prisoners would be confined to
the GULAG affiliate established in Lithuania: three prison
camps, two penal colonies and a transit prison. The most
notorious of them was Šilutė (Macikai) prison camp in
which at least 559 people (85% of whom were Lithuanians)
perished in the period between 1946 and 1955.

In 1948—1954 half of the Lithuanians were imprisoned
in „special camps" where working and living
conditions were most difficult. The fact that the Lithuanians

policy was purpose-oriented — former ministers of Independent

and first of all about the total losses to the Lithuanian
nation, it should be noted that indicated figures
are based on archive documents and compiled records
of the names of victims. Nevertheless, due to inaccuracies,
manipulation of figures and various stipulations
these data are incomplete, not final and approximate.
Not less than 456 thousand people (every third adult
Lithuanian; the Lithuanians accounted for 93% of the
prisoners and 96% of the deportees) fell victim to Soviet
genocide and terror, were subjected to compulsion of
one kind or another. As many as 332 thousand people
were imprisoned, deported and sent to GULAG camps.
Another 26.5 thousand people were killed in Lithuania.
Principal acts of genocide were employed, such as
killing ^(during military-punitive operations, acts of special
agents, etc.) physical and moral damage and deliberate
worsening or changing of living conditions which
caused deaths of many people (in prisons, prison camps,
places of deportation). All these methods were confirmed
(by orders, plans), justified (by ideological, practical —
„public security" — and other motives) and implemented
in practice by the supreme Soviet authorities and institutions
subordinate to them.
