Their issue is people were already hooked on Kroger, Walmart, and Albertsons/Safeway + whatever local state supermarket chains.

That's the thing. We still have both kinds. We have what used to be a Walmart that was taken over by the Real chain when W*mart failed, and we have Lidl and Aldi. Real is a huge store that has everything, from fresh food to motor oil to TVs, bikes, clothing, shoes, you name it. But they are located outside of town and require you to drive there.
But when you just shop for food, soap, and maybe some towels they have on sale, it's much more convenien to go to Aldi or Lidl as they are closer.
