To be considered a Roman you actually had to come from the city or immediate area surrounding the city. Anyone outside of that area was considered a citizen of their province (Italia-italian, Gaul-Gaulish etc.)

The downfall of Rome happened when the Romans started interbreeding with the foreigners and letting the conquered people have a voice in the late empire.
