Possible, but you would basically have to assemble a geological survey to find the right spot then either drill down to a good depth or use some sort of earth penetration missile.

By the way, the ash thing you asked, the entire North American (and central america) continent would be covered in a layer of ash that is 5 inches thick ALONE.
