I have two theories:

1) The block is pretty much made up of immigrants, mostly of Asian (Pakistani) descent. It may have been some kind of failed bomb - a lot of flammable material in one room or small area, something sparks, goes up immediately.

2) An arson attack. Not sure who, but it's pretty clear that anybody living in that area would be desperate to get rid of the block. Imagine owning a house worth millions of pounds and knowing that there were hundreds of unemployed or low income minorities just around the corner. The council, even though they will get shafted for health and safety, would make a fucking mint if they sold the land (we're talking hundreds of millions) to a private developer - I honestly think this is the way it will go.
