As opposed to the EU there's already an actual identity in place with need for only a little development, and no having to sift through wildly different views from a gorillion wildly different places before you can get anything done. It'd be a much smaller and manageable affair, not a bloated bureaucratic mess. Plus there's the benefit of free trade within the borders.
