Between the constantly improving scanning technology, and the fact that we're still working with these primitive silicon binary stacks, simply because the infrastructure to produce crazier shit isn't in place yet, a full simulation of a human brain is kind of inevitable - even if the first one might not be in real time.

Combine that with enough stimulus to stop it from going comatose, and you have your sapient AI.

Granted, it may turn out that such an AI isn't much better than a human brain, but it'd still make a fine diagnostic tool, at least - as well as likely raise as many questions as it answers.
