There is a minimum height for base jumping due to the time it takes for the parachute to inflate and slow you down enough that you don't just smash into the ground. That minimum height is also based upon the weight of the jumper, since heavier person is going to take longer to slow down. Basically the old building was wrapped in a new skin. working from outside ,this is consists of a thin powder coated aluminium rainscreen panel behind which is a cavity then then a layer of thermal insulation Celotex FR5000 fixed bac k to the original face of the building. There are also cavity fire barriers at each floor.

Looking at the spec of the Celotex insulation its composed of a polyisocyanurate (PIR) and the manufacturer claims that this material has Class 0 fire performance in acc with BS 476. That's the top rating

There are two main manufacturers of this type of product in the UK Kingspan and Celotex. Virtually all modern buildings you see are constructed out of this type of wall construction. If constructed as per the design this building should not have burned.
2 possible explanations.
The contractor who installed the insulation used an inferior product that allowed the fire to spread, or missed the firebreaks in the insulation,
or its arson
Looking at the pic of OP you will see that the spandrels below the windows in the are dark with flames in the room behinds, but then you see vertical columns of fire.
I don't understand how the design could have led to this. Given the government and London Mayer want to avoid more blame to their beloved jihadis I fully expect the story to go design or installation fault but I find this a poor explanation.

How it happened was the rainscreens were fixed to the tower block with wood. There was a gap between the towerblock and the new rainscreens. When the flames came out the fourth floor window it went right up in between the block and screens just like a chimney. It's even worse than that, there used to be concrete cladding outside that they removed and left huge gaps in when they put up the plastic. Fire brigade reckon it acted as a natural chimney funneling the flames up the building far far quicker than it should. Tower blocks like this are always owned by either the local council or a housing association effectively controlled by the local council.

This is because it is impossible to get a mortgage or insurance for any residential property in a building which has more than seven stories in the UK.

"Grenfell Tower is owned and operated by Kensington and Chelsea Tenant Management Organisation, a company limited by guarantee,on behalf of the Royal Borough of Kensington and Chelsea.".

The problem here is that the block was in dire need of significant upgrades to deal with various issues including fire safety, but the politically captured management company was able to keep deferring and deferring these improvements citing lack of funding.

If it was a private landlord they would have been forced to make changes or the buildings would have been condemned until the changes were made.

The problem here is not private landlords, the problem here is that politically captured "fake companies" are able to ignored code violations that would get others locked up.

I don't expect manslaughter charges to go anywhere either.
