Depends on the objective, unitary states are generally better for getting shit done, but federations are more stable and give more representation to people.
My opinion: you can't beat a loose confederation of culturally similar states/city-states. Promotes competition to the highest degree.

unitary state. what we have right now is almost like a federation with states like california and new york doing whatever the fuck they want and going against the federal government. it's not good for the nation. you need strong central control.
