It actually functions and in 8ch there is a decent subgroup of people developing for it. Terry words it best himself: windows is like an suv, TempleOS is like a motorcycle. Terry's file system is also really good, it runs lightning fast. Currently shrine, an OS built by modding templeos, has telemetry and a web browser, albeit a very basic text one. God's covenant of 640x480 makes rendering modern web pages difficult. But for forums and image boards it's actually serviceable. Also has built in vector graphics so there's a lot of people making some little games for it
