Include government mandated maternity AND paternity leave for all business (perhaps over a certain size so that small businesses don't get fucked by having 1 employee leave for weeks causing a loss of 10% of their workforce). The government could also offer tax incentives and other such things.

They do not need mass immigration and it would ruin a society that has a chance to be perfect (with better workers laws and a more healthy work culture).

I'd say it started in the 80's with the "Lost Generation", when their markets took a big hit. Corporate culture went downhill fast and focused on profit making so much that it created a lifestyle inhospitable with families.

I lived there for like 5 years. Working in the country side in the south of the country was like living in a giant open air concrete canal rice paddy retirement home.

Culture just pushes them too hard, had a friend that was expected to work all weekend all day all the time until they met unrealistic sales targets. One school I worked at had all the foreign teachers leaving at 5 on the dot but I would see the lights on across the road in the staff room till 10,11pm... primary school teachers pulling fucking 16 hour shifts for no describable godly reason.

1. A big portion of Japanese workers are salaried, so overtime isn't really a thing. You work the hours you're told to work and make the same salary month.

This is something that could be taken advantage of, but I'm not sure how exactly it would work or how long it would take. If there were a massive propaganda campaign and a cultural shift that equated good citizenship and doing one's duty with having a family, they'd probably get shit done.

The problem is, such a thing would probably take several years to catch on, if it did at all. You'd probably need to hook the current generation of kids and young adults onto the idea and hope that they handle it because the working adults are probably too set in their ways.

The logical thing to do is limit work hours, and raise the minimum wage so people will do jobs they don't currently want to do. Population decline naturally leads to workers getting paid more. Immigration just means that young Japanese people get paid less. It only benefits the super rich. In reality tokyo is OVERPOPULATED. Its small cities and towns that are losing their population to city centres. Immigrants wouldn't want to go to the country anyways.
