You need to watch more milton friedman, unwise one.

If you tax the rich at 75%, they will find tax havens that might (lets say) charge 50% for their services.
If you lower the tax rate to 25%, the foreign tax havens would go out of business if its cheaper to keep money inside the USA.
These rich people didn't become rich by being dumb. Its about in sensitives. If you tax people who earn more at a high rate, you are discouraging that action more and more as the rate ever increases. These people will turn there efforts that make them more money at a lower rate.
