'>' was an inception from old email chains. '>' soon became a quote symbol and was adopted in chans. Using '>' outside chans serves the same purpose as it does on /pol/ and people originally didn't put '>' because it was "greentext" but because it meant quoting something that someone said. Turning the quote green was just for distinction purposes and a secondary thing.
