There's an entire bodybuilding community on YouTube for help on how to target certain areas with certain workouts, different routines for different desires (cut/bulk), and more. You can't target fat loss, it slowly shrinks throughout the body. But stimulating certain muscle fibers will work those specific muscles. That's why guys who do no core work but do a lot of arm/shoulder work have bulky glam muscles but don't have a shredded core. or vice versa for people who do core work but no heavy upper body lifts. For a muscle to grow or get stronger, those specific muscle fibers need to be put under stress and trained. Doing curls won't make my quads grow.

I would say do both. Benching is really the canonical compound lift for the area, but I find doing pushups as well to be useful for form and working more of my shoulders.
