Romans barged in, killed the local mafia I mean government, and then installed LOCAL government run by the people there, built roads, aqueducts, and coliseums, then charged taxes and let them basically run themselves so long as they stayed loyal to rome.

In this process they usually built a roman colony to function as a model of what being Roman was about, and offered roman citizenship to those who'd join the auxiliaries but they largely DID NOT move Romans in to take over these places.
