Most probable scenario - Dems gain 2 Senate seats, but don't make any gains in House (PR will get 5 reps, but they have to come from existing states, most of the states likely to lose will be Dem strongholds or places where Repubs can gerrymander a Dem out). It depends on who is going to give up their representatives because the US has been stuck with 435 since 1912 and when Alaska and Hawaii were admitted some states had to give up one or more representatives. The biggest problem is that Alaska and Hawaii had small populations. Puerto Rico has 3.5 million which is significantly larger than almost a third of the other states. So it wouldn't be unreasonable to say they would get upwards of 5-7
