Obstruction applies to the president, in the same way the civil rights act applies to the president, eg if Trump fired Comey because of his race, Trump would have broken the law. This is not a surprising turn, especially after the article from some leftist publications which pretty much said Hillary needs to go away and stop her little apology tour. From all appearances, Hillary must have her eyes on 2020 but there are lots of Dems who do not want that, but the Clintons control a great deal of the DNC's machine that could probably hand her another nomination. The only way to stop this is by prosecuting her, at this points it's probably only empty threats, but if she doesn't back down, they could very well try to lay the hammer down on her.
