Previous referendums were asking different questions and leading up to this. They were basically narrowing their possibilities. Last time they eliminated the status quo option. At this point they're voting on whether they go state or independent and regardless which they're asking Congress to make it happen. State is expected to win in a landslide.

You should read your Constitution again because Congress has the power to decide how much, if any, of the Constitution applies in territories.
