I have an alternative, and it's a lot more possible than what you're proposing. You make a serious mistake in thinking that the Earth could ever be depopulated in a fast or quick manner, as most people want to have children and the methods to incur a massive reaping would never be feasible.
However there is an alternative, and it's a multi-pronged approach. Its not an instant solution and it's not perfect, but the trade-offs are worth it.

1. Push for market reforms, end welfare. Most of the r-selected people making more kids than they can sustain are on welfare or some form of government assistance. Ending this can be done over several decades but may be done faster due to economic collapse. In the event of collapse the programs in question must simply not be re-enacted. In the time of the collapse the populations of r-selected people will reduce and at least for 5-7 generations we could stop welfare from being re-introduced.

2. Slowly shut off international aid and charity to Africa, india, etc. Introducing economic isolation is possible, but in the event of economic collapse will be massively easier. Most people are already sick of seeing their country's tax dollars go to foreign countries. Even people like Bono are advocating against international aid in Africa and advocating instead in investment. Promoting this idea would be beneficial to higher IQ africans in Africa at the determent of low IQ africans.

3. Even if the above 2 policies are enacted, we still have to solve the problem of over population. The above two policies would reduce world populace by about 2 billion at most, so we need another strategy. This strategy is what I call tier 1 space colonisation. Private companies are made to first work on building habitats on the moon and then habitats on Mars and elsewhere. These people are severely overpopulated and crammed into tight living quarters. If there were a virus going around, it would spread like a wildfire. Think about it. What if something like that were released in NYC? With people literally living on top of each other, half of NYC would probably be wiped out within a week. Well, China/India are even worse than NYC in terms of millions living in crammed spaces.

That, in combination with economic strife and the burden of suddenly having to provide ones own food because of lack of aid from America/EU will completely decimate those areas.
