It's literally law. Their courts ruled that nobody would ever help someone who wasn't responsible or some batshit Chinese logic like that.

The reason that China isn't going to be the miracle that people think it will be is because it doesn't have the rule of law. They barely even consolidated and systematised a basic law of contract in the past 10 years. They are literal animals. No society can function that doesn't promote businesses and certainty through a simple functioning legal system where everyone knows exactly what the stakes are. As the country becomes more economically successful the Communist Party will find it ever harder to cling on through ever more brutal means until the whole edifice collapses from within. They need to start their political transition as well as their economic one if they hope to be anything more than a cultureless shithole by 2100.

Seems like she was a car insurance scammer who had already given up on life. That's partly why nobody bothered to help her, either not knowing if it was real or just feeling like she deserved it for walking into traffic. Kind of a systematic phenomenon.
