Firstly, I don't know how people should organise services. I don't build roads. People may choose to simply pool their money to pay for a service, people may choose to give money to a company that will build roads, people may choose to fund entire governments that are responsible for multiple services. What is important is that this should be done voluntarily.

Contract. I agree to give you X in order to use your Y. One example out of many possibilities is a simple toll. You put a sticker on your car or install an electronic device that the company has issued. The roads are built simply out of their universal demand, by the inevitable return of an investment in them. Companies are held accountable and prices are kept down due to the fact that everybody is allowed to compete in the market. Everybody everywhere wants roads and companies want to build them.

I'm not so much set on defending market ideals as I am with defending voluntary cooperation. I believe in hierarchy, authority and leadership. I just don't believe in violence.

Do you want to have to use a hundred different services to travel across the country? I don't think anyone does. There is therefore universal demand for a conglomerated, monopolised road service. That service is currently being provided by the government.
In a voluntary society, companies will be able to make money by investing in roads. Once they've built the roads, they'll want to maximise profit. They can only get that profit from customers. Customers, as you've stated, want accessible roads. Companies will therefore cooperate with each other by confederating their services and recognising customers from different places that subscribe to different services. An extremely likely outcome is that a single firm would aggregate all the services and become a mediator between the customers and the road companies. This is the most likely outcome because it is what people want - and what is most profitable.
Because companies are not willing to invest in the creation of a service that people can steal, there will be demand for a service that punishes anybody who uses the roads without paying. Judicial services will therefore be created in order to meet this demand. Customers will be required to consent to certain judicial companies in order to use the roads so that the companies will be insured. Foreigners who decide to use the roads without any regard for any existing contracts will be subject to the simple force of retaliation by the companies providing the service. They may hire a security company to ensure that everyone who is using the roads are not violating any contracts. Anybody who trespasses on someone else's property deserves having their own property trespassed - that is, anybody who uses without asking is simply removed without being asked.
This is all according to the principle of voluntary cooperation, contract and retaliation - none of which violate the non-aggression principle.
