I'm not a communist, but the Soviet Union seemed to be able to achieve that too, as well as the Chinese. Having the ruler just appoint a successor based on merit and experience seems much better. This is what some roman emperors did, wich led to the period of the four good emperors, wich ended when Marcus Aurelius appointed his incompetent son as heir.

I'm pretty sure the opposite is true. First of all, like I said economists don't have a common view, so you'l probably find some economist to agree with whatever you say. Same thing goes for philosophy. Aside for that, most modern economists will probably tell you to sell the country to international jews, while common people have more common sense. The dictator of South Korea, Park Chung He (a military man) got his country out of africa level poverty by ignoring mainstream economic taught, being future oriented, investing in research and protecting infant industry.

National policy doesn't have to do just with economics, but also social issues and geopolitics. Economists and mathematicians have no authority here. Also, consensus doesn't mean an optimal choice, I would much rather have a single person make the final decission on an issue and actually take responsability for it.

Yah, if they'r good at it then they shouldn't be in charge of the government. The people who are the best at such test tend to be suboptimal at real life tasks.

Certainly not in the same way an individual can. And they will also feel less personal responsability since the weigth ofthe consequences wil bedistributed betwen them.

No, but I think it's common sense that a test is not the best way to measure competence, specially for a task of this scale. Experience and character are obviouslly more important, and tests can be gamed or cheated (if the agency making them is corrupt for example, and someone leaks them). The contents of the tests are also debatable, as well as the answers to them. If there's a test for who decides economic policy, then the guys making the test are the ones who really decide the pollicy no? Since they decide the right answers.
I'm not actually saying that technocrats shouldn't have a place in government, but it's a secondary role.
