The memo was drafted for personal use, not as part of an investigation. The argument that Comey drafted the memo using FBI resources making the memo official government record is a major stretch. If Comey knew Trump was up to something why didn't he tell anyone until after he got fired? If what Trump was doing was so bad why was Comey an accomplice with him for months? If Comey wasn't biased and had honorable intentions why was he leaking to the press?

A) He wrote the memos on a government laptop he carried with him, immediately after each meeting/phone call with Trump, in which case he violated FD-291 and can be prosecuted for leaking government property.

B) He didn't write the memos on the government laptop, which mean he did them on his own device, which means he either took notes during meetings on a non-secure device (which is a violation of the very regulations he accused Clinton of violating)

C) He didn't type up the memos until he was home, on his own device, which means he committed perjury during his testimony.
