With a fixed price 30yr energy deliver contract with the US, this could easily be tailored to work out fine. 300 million a year would go to pay down the costs of the wall and 200 million to interest.

The intention is good but the implementation is retarded. Solar panels are too inneficient and expensive. It would be much, much better to use focused sunlight to heats salts, like the PS10 power plant. Some system that uses pic related along the wall, maybe an array even.

Also, I don't see why people want to use wasteful steam turbines. Movement can be easily achieved through a stirling engine. It wastes a lot less energy. Just attach these reflectors with pumping molten salt through those tubes to stirling engines across the border.

It would take one guy with a squeegee to clean a border full of these things often enough to keep dust loss negligible. Once all the local Party bosses had taken their cut there was still a bit left and they basically used it to produce solar panels en masse with no regard for the market demands. Lots of companies started going bust and China started dumping them at a loss, prompting other countries to slap tariffs on Chinese panels, meaning even greater losses. They're currently sitting on a huge stockpile of solar panels that they'd be desperate to get rid of.

We buy way too much Made in China garbage, but if Chinese panels that already exist are used on parts of the wall and bought at a fraction of the cost, I'm OK with it.
