The intention is good but the implementation is retarded. Solar panels are too inneficient and expensive. It would be much, much better to use focused sunlight to heats salts, like the PS10 power plant. Some system that uses pic related along the wall, maybe an array even.

Solar is great because it can ignore the price of oil fluctuations. You make solar panels when oil is cheap and you slowly make back that value over the long haul and the lights stay on when a terrorist blows up an oil pipeline or a country brings a little too much freedom to a middle eastern country.

Furthermore, solar panels decay mostly with use and not with time. So a panel that isn't in direct sunlight 100% of the time still will produce roughly the same power over it's lifetime as a panel in direct sunlight. It just takes longer to get there.
