If someone gets the thing just right, he's going to keep it as closely guarded as it possibly can be, and for the 10 or 15 years it's going to take people to reverse-engineer it, there's enough time to get strict legislation up, and then let it hit the open market with all the restriction it takes.
If no restrictions are imposed, I would bet there's going to be a huge argument about how people not born in a normal womb shouldn't be considered human, to allow for the destruction of embryos greenhouses and "illegal" wombs, or simply have the thing completely banned, to which point you'd have to fight proliferation of such documents, and possibly a flood of purposely wrong papers about it, to seal the deal
