Bill C-16 is going to have the exact opposite effect Canadian law makers want.
Forcing people to respect someone has never worked before, infact some people call it Facism. All the bill will accomplish is further segregation and intolerance. As it gives you an actual incentive to avoid an entire group of people, out of fear of getting in legal problems because of said group. Which will inevitably lead to a divide in the people, through forced diversity.

That's actually quite common here in master/apprentice relationships, like apprentice mechanics or smiths learning on the job.
It's more of a tradition though, I don't think it's strictly required of them to refer to them as master.
