He's not just suspected of being ISIS but of being an official for Amaq, ISIS' news agency & the outlet that officially claims most attacks.
It's Amaq that claimed the deadly attack in Tehran, ISIS' first in Iran, and the London Bridge attack.
Amaq is the connective tissue between attackers who carry out violence in the name of the terror group & the world. How do they function? Arrest in Germany clarifies at least 1 of Amaq's staff members is in Europe.
