wouldn't it be easier to add language that covers all those things a bit more broadly rather than specify every single thing? only makes it obsolete over a few years.

Wew lad, where is this mystical western country? and does it have unicorns? Sure some laws are ridiculously specific, but we have (and I'm sure USA does as well) a ridiculous amount of blanket charges that can just be thrown at you until something sticks
