Tajiks and Kirgiz have no oil and are poor. All they have up in their mountains are Soviet hydroelectric powerstations. In winter, they turn them on, desperate for heat and light, but this floods the lowlands of Uzbekistan and Turkmenistan. These have oil, but many people are also reliant on the cotton grown there, which is flooded and ruined in the winter times, and dries up in the summer when the Tajiks and Kirgiz don't let the rivers flow.

In short, the only way for it all to work would be if they were back in a Union, where oil profits would be shared with the highlanders, and the highlanders would run the dams and sluices in a way to benefit the lowlanders' agriculture. A mess. Needs Russians.
