If a list of rules is defined, a certain percentage of the population is going to subvert them to their own ends. If they get away with it, the majority of people will assume it their right to follow suit. It depends what you mean by "best" exactly. Most of them have some kind of trade off.

Democracy's main benefit is that it tends to be fairly stable over long periods of time, so if things drift too far left then it swings right, and vice versa.

Totalitarian states on the far left or right which are high in authority tend to fail completely quite rapidly, in the 1900's it gave us the Nazi's and the Gulag both which resulted in untold millions dead.

Democracy seems to pretty good all things considered, but it still relies on violence and coercion, so it's not necessarily the most moral.

There is a reason why there is corruption in all democratic goverments. Most voters are uneducated and nobody gives a fuck since suffrage is a right rather than a privilege, this pretty much turns an election into a competition of who gives the better short term strategies and devolves any policies into populism just to get the poor ppl vote for you.

Every system has faults, but democracy just keeps going on without event them or trying to fix. I think it need some self criticism.

When they toppled their first dictator I saw on a news channel an Egyptian woman so happy that they will finally have a democracy. They proceeded to elect an hardcore Islamic leader who killed dozen of them when they decided to protest against him. No they are not. Democracy, as I see it, is like a big star. It keeps growing, slowly but steadily, with the nucleus, the elite autocracy, staying pretty much the same all through out the growth process. This process takes really long, as you know, but the supernova is always inevitable, it has to come.
In a way Democracy is the materialization of the human spirit, it shows how much the human can take until it inevitably falls. All the corruption and degeneracy it can endure and still stay human.
