YOU DON'T SOLVE ANYTHING IN AFRICA
The continent should be made a natural reserve. Get the fuck out of Africa. You don't even need to put in place population control, once the foreign aid dries up the population there will go back to a sustainable level because that's is how africans are, they don't care about building great things and there is nothing wrong with that.
