The proportion of foreigners there has hovered over 1-2% for the last decade, probably 2.5% or 2.7% max if you count the illegals (mostly Chinese & Viets), and 3% if you count all those who got the jap citizenship. But despite small groups, opposition to immigration remains strong. It would take an apocalyptic twist to turn this country into an assimilation-prone place. Neverending population increase only benefits corporations(more consumers and oversupply in labor) and governments (more taxes).

A lower population size is beneficial to citizens.
Less competition for jobs
Higher wages
Less crowded
Lower housing costs
Higher standards of living
Etc etc.

Just look at what happened after the black plague.

It ended the dark ages and feudalism.
Peasants were earning much more because labor was scarce so they were paid more.
Ushered in the renaissance
Ushered in the age of exploration and conquest
Etc etc

In the 1950's the US population was less than half of what it is now, yet an uneducated man could buy a house and a car and take care of his family as the sole bread winner.

Is there a root cause as to why the nips aren't breeding? The country is conservative as fuck so its not like they've been infested with (((liberal values))). Not convinced with a collapse or necessity for taking in immigrants, but the problem is money tends to be key in keeping up with competition whether in terms of corporate R&D or government expenditure.
