They attack civilians on the streets because that is the most effective way of enacting terror. Anyone walking along a city street could be a victim at any point.

Well for starters the Mayor of Londonistan is already one of them so it would be counter-productive to kill him.

The point of Islamic Terrorism is to distract people off the Islamist politicians already in power, like Mr Mayor. They randomly attack people, push for powers that wouldn't normally get approved, and rinse and repeat until they get total control of the system. This process may take centuries but it works unbelievably well.
