If the contract was originally set out NOT to include rape victims why have they been bringing them into the center in the first place? Couldn't the city council put more funds into building more specialized rape trauma centers if the others couldn't handle it? BUT if this was just a mistake couldn't they of just renegotiated the contract within the last 10 years? Surely there would be some sort of system in place that reviews the contracts every couple of years.

No, they will be sent to general psychiatry rather than trauma specialized units, why didn't you read the article? It never says anything about rape focused clinics, why do you make this shit up? Why do you think they do this? They obviously want to save money. A very small percentage of all rape victims actually came to the clinic. Serious trauma may not be common in the average rape, but in cases where the woman is kidnapped, raped and tortured for extended periods of times this is obviously the most appropriate place for them.
