Yes as almost all the expense is money paid into the US economy. So the economic capacity wasn't exceeded. It's not like some micro nation that imported all it's labor. The ability for the nation to do work wasn't exceeded, they simply didn't have the money to pay for it because the monetary policy is terrible; So they borrowed it and well what do you know the work got done.
