Near as I can figure it, it's because culturally, the Germans have a desire for control. And it's not because they're necessarily bad people. They don't do it out of greed or malevolence. It's more of an emergent property than anything else.

From this quality comes benefits, like industriousness and efficiency. But it also brings drawbacks like inflexibility. The biggest problem, however, is that the German desire FOR control outstrips their actual ability TO control, and they seem not to understand that this gap exists. So this is why they always keep reaching and reaching and reaching, until they end up in collapse.
