Its pretty simple.

The Hammer stands for the working class and the Sickle is meant to represent the farmers, while the golden Crown is a Symbol of the "Bürgertum".

This is actually pretty sinister, since it shows, that Austria is not actually a real democracy, where everybody has equal rights, but instead a modern form of a "corporate state" (Ständestaat). This means, that there are special interest groups (WKO, Arbeiterkammer), who have special rights.

For example, we dont have the right to freely chose our professions and practice them. Instead we have to be part of the Wirtschaftskammer and follow their regulations, despite them being a privately owned organization.

Yet every small business has to pay them money, while they sit on their asses doing nothing.

tldr.: Hammer, Sickle and Crown are symbols of the oppressive corporate state.
