You can, in theory. Not in practice. The CRISPR-Cas9 (or Cpf1) system can in theory be used to target specific genome sequences and insert desired sequences (a virus for example). And the vector for delivery would again be a virus. But the problem is with the specificity of the target site. Again, in theory a sequence of ~20 bp (I think this is the length of guide RNA in the Cas9 complex is - it determines the binding site) should be specific enough, but it is not. A recent study came out just recently and off-target mutations are quite frequent with this system. I think the problem is with the way genome works and the way genes are duplicated, etc.

So you cannot design a system to target a specific target within one genome. Firstly, you would need a system that is more target-specific (we don't have it yet). Secondly you would need to find a sequence on your target species, that does not occur in non-target species.

I'd do it with CRISPR/CAS9 to target the nigger DNA region of a person genetic material. It could be inserted into a generic virus' RNA/DNA so it would produce everything it needs to kill the host cell on infection, and it could be done with a simple flu virus.

The problem is that the active enzyme would stay on a white host's cell and no one still knows what happens after degradation. It could go rogue and kill humans too.

With present and near-future technology, sort of yes and it would be an absolute disaster.
There's some basis to the 'race is a social construct' line- there isn't a given gene for 'black' or 'white,' otherwise you could easily engineer a virus that only attacks those genes (no idea how you'd do that). As is, the most we have as a biological basis for recognized racial groups is certain alleles that seem to be more common in some groups than others. Like, if you created a virus that killed everyone who is lactose intolerant, some races would be killed off more than others, but nobody would be either totally eradicated or totally safe.
