The best way to learn Latin is to read the Latin Vulgate or Julius Caesar, since they are more grammatically simple generally than someone like Cicero who uses more wierd or obscure grammar rules frequently. I'd start with the Vulgate. It was made in mind for beginner latin readers.

Right now I'm translating the texts in my Latin textbook from higschool to practice. I was actually planning to do Cicero after this (friend gave me a textbook of the letters of Cicero and Plinius). Why does it have different grammar rules?

Well if you want practice with mroe complicated latin grammar Cicero is good to use. But if you want to start out easy Vulgate is good or even Julius Caesar. Cicero will go on a tangent and talk like this: "As it has been and we will be doing in the future we are now fighting in a more perfect way are we not???" and Cicero makes rhetorical questions all the time and uses lots of extra words.
Vulgate and Julius Caesar are more of: "We did a good job and we will always do a good job!"

I don't personally know much Latin outside of what's used in the mass. If you get the Laudate app in the OP, it has the text of the Latin mass alongside the vernacular so you can learn what those words mean easily.
